All About Assessment Validation and How to Validate Assessments

RTOs face many tasks after registration, such as annual declarations, AVETMISS reporting, and marketing compliance, but validation is typically the most daunting.

Although we've written about validation many times, let’s redefine it. ASQA refers to validation as a quality review of the assessment process.

In essence, validation confirms which parts of an RTO's assessment process are correct and pinpoints elements for improvement. With a solid grasp of its key components, validation becomes manageable.

As stated in Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and adhere to the Principles of Assessment and Rules of Evidence.

The standards mandate two types of validation.

The first kind of assessment validation ensures your RTO's assessment adheres to the training package requirements within your scope.

The second validation ensures assessments are conducted according to the principles of assessment and rules of evidence.

This means we validate assessments both before and after they are conducted. This article will cover the first type—assessment tool validation.

As noted earlier and in our earlier blog entries, validation is split into two stages: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation, or assessment tool validation, is concerned with the first part of the clause, which ensures all unit requirements are met and that workbooks are fully compliant.

Post-assessment validation, in contrast, is about ensuring the implementation side, where Registered Training Organisations conduct assessments according to the Principles of Assessment and Rules of Evidence.

Our focus here will be on assessment tool validation.

Methods for Conducting Assessment Tool Validation

Now that we understand the two types of validation, let’s explore the details of assessment tool validation.

Optimal Timing for Assessment Tool Validation

The goal of assessment tool validation is to make sure all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.

This means that whenever new learning resources are acquired, assessment tool validation must be performed before they are used by students.

There's no requirement to wait for the next validation schedule in your 5-year cycle. Validate new resources promptly to ensure they’re appropriate for students.

Yet, this is not the only occasion to conduct this type of validation. Perform assessment tool validation when you:

- update your resources
- adding new training products on scope
- review your course against training product updates
- learning resources are identified as a risk during the risk assessment

The Australian Skills Quality Authority employs a risk-based approach for regulating RTOs and expects regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Choosing Training Products for Validation

Recall, this type of validation aims to ensure all learning resources are compliant before use. All RTOs must validate each unit's resources.

Learning Materials

To validate your assessment tools, you will need the complete set of your learning resources:

Mapping tool – start with this document. It illustrates which assessment items address unit requirements, making validation quicker.

Learner/student workbook – assess its appropriateness as an assessment tool. Confirm clear instructions and adequate answer fields. This is a common problem.

Assessor guide/marking guide – ensure sufficient instructions for assessors and clear benchmarks for each assessment item. Clear benchmarks are vital for reliable assessment outcomes.

Other related resources – may include checklists, registers, and templates developed separately from the workbook and marking guide. Validate these to ensure they suit the assessment task and address unit requirements.

Validation Team

Clause 1.11 details the requirements for validation panel members, noting that validation can be conducted by one or more people. Generally, RTOs require participation from all trainers and assessors and may include industry experts.

Together, your validation panel should possess:

Current vocational competencies and relevant industry skills for the unit being validated

Recent expertise and skills in vocational teaching and learning

One of the following training and assessment qualifications:

TAE40116 Certificate IV in Training and Assessment or the next version

Validation form/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool assists in both the validation process and documentation. It simplifies identifying how each assessment item corresponds to each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Simultaneously, it provides documentation that you have validated your resources before students use them.

ASQA does not provide a recommended or required template for assessment tool validation, but many templates are available online. These tools generally have validators review the tools as a whole to determine if they meet the principles of assessment.

While templates like these make validation easier, they also allow for judgment errors since there is little room for commenting on each assessment item.

It is highly recommended to use a more detailed template for inspecting each unit requirement and the assessment items that map to them. Below is an example:

As highlighted in our blog post Common Problems In Assessment Tools, it is essential that your assessment tools enable trainers to adhere to assessment principles and evidence rules.

Fundamental Principles of Assessment
Fairness – Does the assessment ensure equal opportunity and access for everyone?

Flexibility – Does the assessment offer various options to demonstrate competence based on different needs and preferences?

Validity – Does the assessment evaluate what it is intended to evaluate? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment give the same results every time, regardless of the trainer? Will different assessors make the same decision on skill competence?

Fundamental Rules of Evidence

Validity – Is the evidence confirming that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there adequate evidence to confirm the learner has the required skills and knowledge?

Authenticity – Does the assessment tool prove that the work is the candidate’s own?

Currency – Are the assessment tools aligned with current units of competency and contemporary industry practices?

Although these are frequently covered in VET professional development and nationally recognised training, many tools still struggle to meet these requirements.

To prevent using learning resources that do not meet some unit requirements, make sure to follow these guidelines:

Lead by Example

Pay attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:

Perform each of the following activities at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:

diaper change

prepare bottles, bottle-feed babies and sanitize equipment

solid foods preparation and feeding babies

respond appropriately to baby signs and cues

prepare infants for sleep and soothe them

monitor and support age-appropriate physical exploration and gross motor skills

Having students describe the process of changing nappies for babies under 12 months doesn’t meet the unit requirement. Unless it’s intended to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.

Watch Out for the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Full or Not Competent

Pay attention to lists. As illustrated above, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Give More Specificity

Every assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, make sure your instructions are not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What details can be included in a work package?

Answers might include:

Required materials

Appropriate costs

Activity timeframe

Specified roles and responsibilities

When an assessment item requires multiple answers, indicate the number of answers needed from a student. This way, your assessment is reliable, and the evidence collected is valid.

The same applies to assessment items with double-barrelled questions or questions that ask for more than one answer simultaneously. These can confuse both students and assessors, as illustrated in the example below:

Identify a hazard and/or environmental concern in the work area and select the most effective hazard control hierarchy.

Possible answers include, but are not limited to:

Weather conditions – isolating the work area, engineering, personal protective equipment

Work area and ground conditions – elimination, isolation, use of engineering controls

People – isolation, use of engineering controls, administration

Structural hazards – substituting, isolation, engineering controls

Chemical hazards – isolation, use of engineering controls, administration

Equipment or machinery – isolation, use of engineering controls, administration

Avoiding double-barrelled questions makes it simpler for students to respond and for assessors to accurately judge competence.

Seeing these requirements, you might think, “Don’t learning resource developers offer audit guarantees?” However, with such guarantees, you must wait for an audit to rectify noncompliance. This affects your compliance history, so it’s better to take a safe and compliant route.
